- Age Verification: Certified Birth Record, Duly Attested Baptism Certificate, Passport, County Registrar or Recorder Statement, Affidavit by the Parent/Guardian or Other
- Proof of Required Immunizations: Official copy from Doctor, or previous school.

STEP 3:
Contact your school to complete the enrollment process.
Contact your school of residence to verify completion of your enrollment forms and to complete the enrollment process. Your enrollment is not complete until you contact your school. Once the student is enrolled with a student ID number, school staff will instruct the parent to complete an additional required step: Data Confirmation through the Parent Portal in August.

for returning students
Each school year, parents are REQUIRED to review annual notifications and update student information by completing Data Confirmation.
Data Confirmation creates the RETURNING student’s Emergency Card for the new school year. The new Emergency Card is required for Back-to-School registration every year. Parents/Guardians MUST create a new Emergency Card for each student attending OUSD.

Open Enrollment
K-12 Open Enrollment for the 2025-2026 school year
School sites will have computers available for your convenience. Fill out your online application and submit one application per school site. You may submit the online open enrollment application to as many school sites as you like. The online applications for Open Enrollment is currently open for 2025-2026. School sites will hold their lottery and notify families of space available. Parents may accept or deny the space offered. If the parent denies the acceptance, the school site will move on to the next person on the list and parents may not change their mind once they have denied their acceptance.

Inter-District Transfers
INCOMING REQUESTS
Parents/legal guardians requesting an Inter-District Transfer into the Orange Unified School District must first obtain a signed release from their district of residence. The release should be taken to the school the parent/legal guardian wishes the student to attend. The school will verify the availability of space in the school and/or program requested and notify the parent/legal guardian of the status of their request. School sites will forward the request to the office of Student and Community Services and requests will be processed.
OUTGOING Requests
Parents/legal guardians requesting an Inter-District Transfer to a school outside the District must first obtain a release from the Orange Unified School District.
Please return your completed Inter-District Transfer Agreement Form along with a letter explaining your reasons for requesting the transfer to the physical address or email listed below. If your student is currently attending the school you are requesting, please provide proof of enrollment, current report card, or attendance report. Inter-District Transfer requests will be processed within 10 to 14 business days.

DOWNLOAD INTER-DISTRICT TRANSFER FORM
Inter-District Transfer Agreements for students may be approved for the following reasons:
- To meet the student's special mental or physical health needs as certified by a physician, school psychologist or other appropriate school personnel.
- When the student has a sibling(s) attending school in the receiving District, to avoid splitting the family's attendance.
- To allow the student to complete a school year when his/her parents/legal guardians have moved out of the District during that year.
- To allow the student to remain with a class graduating that year from an elementary, middle or high school.
- To allow seniors attend the same school they attended as juniors, and juniors attend the same school they attended as sophomores.
- When the parent/legal guardian provides written evidence that, the family will be moving into the District in the immediate future and would like the student to start the year in the District.
- When recommended by the School Attendance Review Board or by County Child Welfare, probation, or social service agency staff in documented cases of serious home or community problems which make it inadvisable for the student to attend the school of residence.

When there is valid interest in a particular educational program not offered in the District of residence.

To provide change in a specific school environment for reasons of personal and social adjustment. (Requires documentation and does not apply to students going from elementary to middle school or middle school to high school.) Special requests should be accompanied by a written explanation and will be reviewed and considered on an individual basis.
Students who are under consideration for expulsion or who have been expelled will be denied any Inter-District Transfer requests while expulsion proceedings are pending, or during the term of the expulsion.
INTER-DISTRICT TRANSFER APPEAL PROCESS
When a student’s Inter-District Transfer is denied, the Office of Student & Community Services will provide a written explanation for the denial to the parent/legal guardian via email and postal mail. If you would like to appeal the denial, please follow the sequence below. If you have any questions please email Connie Martinez at cmartinez@orangeusd.org.
FIRST APPEAL: Executive Director, Student and Community Services
- Parents/guardians must submit a written appeal within 10 business days of receiving the denial notice. The appeal should include any additional information or documentation that supports the request for reconsideration. A decision will be rendered within 20 business days of receiving the appeal.
SECOND APPEAL: Assistant Superintendent, Educational Services
- Parents/guardians must submit a written appeal within 10 business days of receiving the FIRST APPEAL denial notice. The appeal should include any additional information or documentation that supports the request for reconsideration. A decision will be rendered within 20 business days of receiving the appeal.
THIRD APPEAL: Board of Education, Orange County Department of Education
- Parents/guardians may appeal a school district's decision regarding a request for interdistrict transfer, within 30 calendar days of the date of the school district's SECOND APPEAL denial, to the county board of education.

McPherson Magnet Lottery
McPherson Magnet School, an OUSD K-8 Magnet School, is open to all OUSD resident students, including inter-district transfers for parents/guardians whose address of employment are within the OUSD boundaries. For inter-district transfers, a copy of the district release from the resident district must be emailed or given to the McPherson registrar, Christina Cruz, prior to the lottery orientation. Our district registrar, Christina Cruz, can be reached at ccruz@orangeusd.org. You must apply every year for an interdistrict transfer if you live outside of OUSD boundaries and qualify for employment related transfers.

Child Care
The Centers for Afterschool Recreation, Enrichment & Safety (CARES) provides engaging and attentive before and after-school child care for students who attend elementary school in Orange Unified School District.
The CARES program, which is available at 17 school sites and serves more than 2,000 students each year, provides students with the range of activities that support academic enrichment, social development, and physical health.
