Student Discipline

Discipline is implemented fairly, consistently, and in accordance with the District's nondiscrimination policies. Individual circumstances and applicable student protections are considered when determining an appropriate response, including additional procedural protections for students with disabilities.

Parents and guardians are important partners in supporting student success. Schools communicate with families regarding significant behavioral concerns and disciplinary actions and, when appropriate, involve families in conferences, intervention planning, re-entry, and the development of supports for their student.

OUSD prioritizes positive interventions and alternatives to disciplinary measures that remove students from instruction. Suspension and expulsion are used only when permitted or required by law and are subject to applicable due process requirements; where required, Other Means of Correction must first be considered or attempted.

Whenever appropriate, consequences are connected to the behavior and designed to teach appropriate replacement behaviors, encourage accountability, and repair harm. Restorative conversations, reflection, conflict resolution, and opportunities to rebuild relationships can help students understand the impact of their actions and successfully move forward.

OUSD uses PBIS-aligned practices and MTSS to provide increasing levels of behavioral assistance based on student need. Schools monitor student response to interventions and may provide more targeted or intensive supports when concerns persist.

Whenever appropriate, schools use interventions and Other Means of Correction (OMOC) to address behavior while keeping students connected to instruction. These may include conferences, counseling and student support services, behavior plans, reflection activities, conflict resolution, restorative conversations, mentoring, and other individualized interventions.

OUSD works to establish safe, welcoming, and respectful school environments through clear behavioral expectations, strong relationships, effective classroom practices, and proactive supports. Preventing behavioral concerns and strengthening students' connection to school are important parts of the District's approach to discipline.

Student behavior is addressed using the lowest effective level of intervention appropriate to the circumstances. Responses consider factors such as the nature and severity of the behavior, its impact on safety and learning, the student's age and developmental level, prior interventions, and the circumstances surrounding the incident.

Following significant disciplinary action, schools support students in successfully reconnecting with the school community. Re-entry may include reviewing expectations, identifying academic and behavioral supports, repairing relationships when appropriate, and developing a plan to help the student move forward successfully.
