Orange, CA – The California Department of Education released the 2024–2025 California Assessment of Student Performance and Progress (CAASPP) statewide results on October 9, 2025. Orange Unified School District (OUSD) students once again exceeded state averages in both English Language Arts (ELA) and Mathematics, reinforcing the district’s strong record of academic achievement and continuous improvement.
According to the newly released data, 59.34% of OUSD students met or exceeded standards in ELA, compared to 48.82% statewide, and 45.99% met or exceeded standards in Mathematics, surpassing the statewide average of 37.30%.
"These results are a direct and powerful reflection of the unwavering dedication and tireless efforts of our exceptional educators, committed staff members, talented scholars, and supportive families," remarked Superintendent Rachel Monárrez, PhD.. "Academic excellence is not an individual pursuit, but rather a collective endeavor that thrives on collaboration and shared vision. Our district’s continued and demonstrable progress serves as compelling evidence of our shared belief that all children, without exception, possess the innate capacity to achieve at the highest possible levels when provided with support systems, tailored opportunities, and an environment that fosters growth and intellectual curiosity."
Steady Growth and Strong Gains Across OUSD
Across California, the total number of students meeting standards has dropped significantly over the last ten years. OUSD, however, has seen an increase in the number of students reaching proficiency compared to last year—a positive trend that sets the district apart. In the 2024–25 school year, 7,040 OUSD students met or exceeded state standards in English Language Arts, which is 172 more students than last year. In Mathematics, 5,489 students met or exceeded standards, which is also an increase from the previous year.
It’s important to note that these numbers represent only the students in grades 3 through 8 and grade 11 who participate in the statewide CAASPP assessments each year, not the district’s entire student population. These positive gains highlight Orange Unified’s commitment to student success and academic excellence.

- Anaheim Hills Elementary School – 80.70%
- Crescent Elementary School – 80.28%
- Nohl Canyon Elementary School – 78.86%
Schools with Notable Year-over-Year Gains in English Language Arts:
- Portola Middle School – +10.08%
- Fletcher Mandarin Language & GATE Academy – +9.23%
- Yorba Middle School – +9.14%
- Orange High School – +8.14%
Schools with Notable Year-over-Year Gains in Mathematics:
- Portola Middle School – +10.78%
- Handy Elementary School – +6.02%
- California iInspire Academy – +4.63%
- Esplanade Elementary School – +4.55%
In total, 21 OUSD schools showed gains in English Language Arts, and 21 schools demonstrated improvement in Mathematics.

To achieve these goals, OUSD educators utilize data to tailor instruction, engage in ongoing professional learning, and implement small-group and tutoring support. The district also emphasizes student goal setting and progress monitoring, which empowers learners to take ownership of their growth.
