Orange, CA – December 20, 2019 – The Board of Education last night approved an emergency resolution to ratify the decision to hire Signal Restoration Services to begin remediation work at the Villa Park High School track and athletic field. Staff obtained three proposals from contractors who have the experience to provide asbestos abatement for this type of project, and Signal Restoration Services submitted the lowest responsible cost proposal. Board approval for the resolution is a necessary action to create the proper paperwork and documentation for the Orange County Department of Education.
Signal Restoration Services is working to abate abandoned buried transite (asbestos containing pipe) in an area of the new track and field space where an outside contractor had been performing excavation for State mandated Americans with Disability Act (ADA) work. The pipe fragments discovered were not near any common student areas on campus and the area remains inaccessible to unauthorized individuals. Orange Unified has been working diligently with South Coast Air Quality Management District (AQMD) and hazardous materials contractor EnCorp on the abatement process, which should be complete next month.
After abatement is complete, Phase II of the project can resume. Phase II is a follow-up stage to the artificial turf and field project for State required work to bring the site into compliance with ADA standards. The improvements include the addition of sidewalks, fencing and a reconfigured parking area. The recently repaired synthetic turf and track areas, or Phase I work areas, do not contain any hazardous materials and were cleared by AQMD. The track and field are anticipated to open in late Spring.
Villa Park High School’s track and field project is being funded by capital outlay finds and is not related to Measure S. The Measure S STEM Complex construction project is located on a different part of the campus and is not affected by the work stoppage on the field.
