Parent Involvement Policy

2009-10

 

To implement an effective Parent Involvement Policy to support students’ academic success, Orange High School will do the following:

 

  1. Hold an annual meeting to inform parents of the school’s participation in Title I, Part A programs, and to explain the Title I, Part A requirements, and the right of parents to be involved in Title I, Part A programs by the following:

 

a.      The annual Title 1 parent information meeting is put on the agenda for Back to School Night in September.  A presentation and handout will be provided for parents and the community. 

b.      Title 1information will be placed on the agenda for the first School Site Council Meeting in September with updates as the year progresses. 

c.      The Title 1 parent information will be placed on the school website with updates.

 

  1. Make accommodations to support parent involvement by offering a flexible number of meetings, such as meetings in the morning and evening, so that as many parents as possible are able to attend.

 

a.      Parent involvement activities are available after school and in the evenings. The Vietnamese and Spanish Liaisons are available daily and provide support and access to school/community resources.

b.      The Parent Education Liaison provides newsletters and relevant parent education workshops. Parent education opportunities and meetings are posted on the school website.

 

  1. Provide assistance to parents in understanding state content standards, state academic achievement standards, state and local academic assessments, and how parents may monitor and support their child’s academic progress through the following:

 

a.      Freshman Success Academy Orientations, College Night, Eighth Grade Parent Night and AVID A-G College Pathways Night will be held for students and their parents to provide the information needed to prepare students for a post secondary education.  Translation is provided in Spanish and Vietnamese.

b.      The counseling department and resource coordinators provide families information on assessment, tutoring opportunities and available plans to monitor their students’ progress.  

c.      Parents are provided information on the various extended learning opportunities available including before, during and after school, evenings and Saturdays. These services provide support for all levels of proficiency.

d.      The neighborhood Homework House and Friendly Center provide tutoring for students in the evening.

e.      Chapman Literacy Partnership provides mentors, tutoring and enrichment opportunities for their participants. Parent involvement is a prerequisite.

 

 

  1. Involve parents, of children receiving services under Title I, in the decision for the use of the Title I reservation for parent education, including promoting family literacy and parenting skills, by the following:

 

a.      Parent education referrals and resources are provided through referrals from our Spanish, Vietnamese and Parent education liaisons.

b.      The evening series of parent education will be planned and coordinated by the liaisons. The sessions are related to family literacy and parenting skills.  Orange High School has a school-

wide Title 1 program.

 

 

  1. Provide materials and training to help parents support their children’s education  by the following:

 

a.      Parent education evening series

b.      ELAC meetings

c.      School Site Council

d.      Informational meetings including: 9th Grade Orientation, Freshman Presentation, Open House.

 

 

  1. On the request of parents, provide opportunities for regular meetings for parents to formulate suggestions, and to participate, as appropriate, in decisions about the education of their children.  The school will respond to any such suggestions as soon as practicably possible.

 

a.      School Site Council agenda items and needs assessments

b.      ELAC meetings

c.      PTA open communication and involvement

d.       Administrative involvement and support of families in the educational process.

 

 

  1. Involve parents in the joint development of the Single Plan for Student Achievement, Parent Involvement Policy, and process of school program review and improvement through the following:

 

a.      School Site Council actively involves parents in the review, development, and approval of the yearly Single Plan for Student Achievement.  The Site Plan includes comprehensive student achievement and parent involvement policies. 

b.      Academic achievement for all students drives our budgetary allocation process.

c.      ELAC meetings provide parents with information, policies and an open forum for input for the School Plan.

 

 

  1. Build the school’s and parent’s capacity for strong parental involvement through the following:

 

a.      Personal calls, letters and community building with liaisons, counselors, teachers, support personnel and administrators.

b.      The school’s focus on parent involvement as a priority as evidenced by staff development, Instructional Leadership Team meetings and staff meetings.

 

 

  1. Coordinate and integrate Title I parent involvement strategies with parent involvement strategies under other programs (Reading First, Head Start, English Learners, etc.) through the following:

 

a.      EL students and their families are inclusive to the integrated parent involvement program. The Spanish, Vietnamese and Parent Education liaisons provide translation, support, access and materials in English, Spanish and Vietnamese.

 

 

  1. Involve parents in the activities of the school and forward all information related to school and parent programs, meetings, and other activities in a format and, to the extent practicable, in a language that the parents can understand through the following:

 

a.      The Spanish, Vietnamese and Parent Education liaisons provide translation, support, access and materials in English, Spanish and Vietnamese.  The liaisons serve as respected leaders in meetings and activities to encourage increased parental involvement.

 

 

  1. Involve parents in the planning, review, and improvement of the school-parent compact and the parental involvement policy, in an organized, ongoing, and timely way by the following: 

 

a.      Parent compacts are distributed in September mailers to all students in English, Spanish and Vietnamese.

b.      The PTA includes a parent interest finder in the September mailer and uses this as a resource.

c.      The parent compacts are reviewed in School Site Council and ELAC meetings. Each year the compacts and services are developed with the information gathered.       

 

 

  1. Provide all parents information about their right to know the qualifications of their children’s teachers, paraprofessionals, or substitute teachers by the following:

 

a.      The NCLB Right to Know article is placed in the academic bulletin and placed on the school web site in the fall.

b.      Letters are mailed home to inform students and their families if teachers without clear credentials have in their specific subject area.

 

 

  1. Educate staff, with the assistance of parents, in value of parent contributions and how to work with parents as equal partners through the following:

 

a.      An awareness of the importance of parent participation is an integral part of staff development and program planning.

b.      PTA, ELAC and School Site Council members work in partnership with school personnel and parents.
